WASHINGTON — L3 Technologies continues its executive leadership and structural shuffle with the announcement Monday that Sean Stackley will lead the Communications and Networked Systems segment.

The former assistant secretary of the U.S. Navy for research, development and acquisition joined L3 in January as corporate vice president, leading the company’s strategic advanced capabilities and technologies. This latest move to the segment’s president makes Stackley a corporate officer and member of the executive leadership team.

With the appointment of Stackley, who also served as acting Navy secretary, L3 announced the renaming of the segment — previously Communication Systems — and the realignment of its maritime business under that segment and Stackley’s purview. The maritime business was before distributed across Communications Systems, Electronic Systems and ISR Systems.

Andrew Ivers, who headed the Communications Systems segment, will retire at the end of the year.

While seemingly a decision driven by Stackley’s own background in the Navy, L3 CEO Chris Kubasik said the shift of the maritime business is instead “the next step" in an ongoing effort to realign the company’s portfolio of businesses.

Kubasik spoke to Defense News about that effort in July, which supports his long-term goal to be a nontraditional sixth prime. For that to happen, “we needed to be better integrated, more collaborative and more innovative. It’s really a transformation of the company.”

The hiring and now promotion of Stackley is one of several hires made since Kubasik took the helm. Stephen O’Bryan, a nearly 10-year veteran of Lockheed Martin, joined L3 in July to lead business development companywide.

Melanie Heitkamp — formerly of Lockheed and Leidos, among others — leads human resources. The board of directors also saw some shifts, including the addition of Rita Lane, who spent years in the technology sector, among other things serving as vice president of operations at Apple and overseeing the launch of the iPad.

Kubasik spoke to Defense News ahead of the announcement, confirming that the executive leadership team is now set.

“I’m done,” he said about top level appointments. “But we’re continuing to attract and upgrade talent throughout the company.”

Ivers spent 13 years at L3, appointed to president of the former Communication Systems segment in November 2017.
