Editor’s note: This story has been updated with updates from The Associated Press.

President Donald Trump said Thursday that he is nominating national security adviser Mike Waltz as United Nations ambassador while Secretary of State Marco Rubio would take over Waltz’s duties in an interim role.

He announced the major shake-up of his national security team shortly after news broke that Waltz and his deputy are leaving the administration. Waltz has been under scrutiny for weeks after reporting from The Atlantic that he had mistakenly added the magazine’s editor-in-chief to a Signal chat being used to discuss military plans.

“I am pleased to announce that I will be nominating Mike Waltz to be the next United States Ambassador to the United Nations. From his time in uniform on the battlefield, in Congress and, as my National Security Advisor, Mike Waltz has worked hard to put our Nation’s Interests first,” Trump wrote on social media.

“In the interim, Secretary of State Marco Rubio will serve as National Security Advisor, while continuing his strong leadership at the State Department. Together, we will continue to fight tirelessly to Make America, and the World, SAFE AGAIN.”

There is precedent for the secretary of state to serve simultaneously as national security adviser. Henry Kissinger held both positions from 1973 to 1975.

It’s not clear how long Rubio will hold both roles.

But he’ll be doing double duty at a moment when the Trump administration is facing no shortage of foreign policy challenges — the wars in Ukraine and Gaza, Iran’s rapidly advancing nuclear program and an uncertain world economy in the midst of Trump’s global tariff war.

Waltz came under searing criticism in March after revelations that he added journalist Jeffrey Goldberg to a private text chain on an encrypted messaging app that was used to discuss planning for a sensitive military operation against Houthi militants in Yemen.

Trump’s decision to move Waltz to the U.N. comes weeks after he pulled his pick for the job, Rep. Elise Stefanik of New York, from consideration over fears about Republicans’ tight voting margins in the U.S. House.

“I’m deeply honored to continue my service to President Trump and our great nation,” Waltz said Thursday.

His shift from national security adviser to U.N. ambassador nominee means he will now have to face a Senate confirmation hearing.

The process, which proved to be difficult for a number of Trump’s Cabinet picks, will give lawmakers, especially Democrats, the first chance to grill Waltz on his decision to share information about an imminent U.S. airstrike on Signal.

Sen. Chris Coons, the top Democrat on the Senate Foreign Relations Committee, signaled that Waltz will face difficult questions.

“I look forward to a thorough confirmation hearing,” Coons said on social media.

Trump is believed to be weighing several senior aides to eventually take on the national security adviser role, including special envoys Steve Witkoff and Richard Grenell, National Security Council senior director for counterterrorism Sebastian Gorka and senior State Department official Michael Anton, according to several people familiar with the ongoing deliberations.

Witkoff, a fellow New York City real estate maverick who has known Trump for years, has played a key role in negotiations to end the Russia-Ukraine war and the Israel-Hamas conflict and has been the administration’s chief interlocutor in the Iran nuclear talks launched last month.

Witkoff has expressed no interest in taking the job, which requires hands-on management of numerous agencies, but could, if asked by Trump, assume temporary control of the NSC, according to one U.S. official familiar with the matter.

The official, who spoke on condition of anonymity due to the sensitivity of the matter, said Witkoff would prefer to stay in his current special envoy role, which is relatively independent and not tied to any particular bureaucracy.

Grenell, in addition to his role as Trump’s envoy for special missions, is serving as the interim president at the Kennedy Center. He served as ambassador to Germany during Trump’s first administration, was special presidential envoy for Serbia and Kosovo peace negotiations, and did a stint as acting director of national intelligence. He’s also weighing running in next year’s California governor’s race.

Waltz had previously taken “full responsibility” for building the Signal message chain and administration officials described the episode as a “mistake” but one that caused Americans no harm. Waltz maintained that he was not sure how Goldberg ended up in the messaging chain, and insisted he did not know the journalist.

Trump and the White House — which insisted that no classified information was shared on the text chain — publicly stood by Waltz throughout the episode. But the embattled national security adviser was under siege from personalities such as Laura Loomer, who has encouraged Trump to purge aides who she believes are insufficiently loyal to the “Make America Great Again” agenda.

As reports began to circulate that Waltz could be leaving the administration, Loomer appeared to take credit in a post on the social media site X, writing: “SCALP.”

“Hopefully, the rest of the people who were set to be fired but were given promotions at the NSC under Waltz also depart,” Loomer wrote in another post.

Questions have also swirled around Defense Secretary Pete Hegseth and his role in the Signal chat.

While Waltz set it up, Hegseth posted times for aircraft launches and bomb drops into the unsecured app and shared the same information with dozens of people in a second chat, including his wife and brother.

The Associated Press reported that Hegseth also bypassed Pentagon security protocols to set up an unsecured line for a personal computer in his office — beside terminals where he was receiving classified information. That raises the possibility that sensitive information could have been put at risk of potential hacking or surveillance.

The Pentagon inspector general is investigating Hegseth’s use of Signal, and he has faced criticism from Democrats and even some Republicans. It has added to the turmoil at the Pentagon at a time when Hegseth has dismissed or transferred multiple close advisers. Nonetheless, Trump has maintained public confidence in Hegseth.

President Donald Trump said Thursday that he’s fired “some” White House National Security Council officials, a move that comes a day after far-right activist Laura Loomer raised concerns directly to him about staff loyalty.

Trump downplayed Loomer’s influence on the firings. But Loomer during her Oval Office conversation with Trump urged the president to purge staffers she deemed insufficiently loyal to his “Make America Great Again” agenda, according to several people familiar with the matter. They all spoke on the condition of anonymity to discuss the sensitive personnel manner.

“Always we’re letting go of people,” Trump told reporters aboard Air Force One as he made his way to Miami on Thursday afternoon. “People that we don’t like or people that we don’t think can do the job or people that may have loyalties to somebody else.”

Loomer appeared to take credit for the firings in a post late Thursday on X, writing, “You know how you know the NSC officials I reported to President Trump are disloyal people who have played a role in sabotaging Donald Trump?” She then noted that “the fired officials” were being defended by Trump critics on CNN and MSNBC.

The firings by Trump of NSC staff come at a tumultuous moment for Trump and his national security team. His national security adviser Mike Waltz, continues to fight back calls for his ouster after using the publicly available encrypted Signal app to discuss planning for the sensitive March 15 military operation targeting Houthi militants in Yemen.

Trump has said he stands by Waltz, who traveled to Florida with the president on Thursday for a dinner event ahead of the LIV Golf tournament in Miami.

Meanwhile, The Pentagon’s acting inspector general announced Thursday that he would review Defense Secretary Pete Hegseth’s use of Signal to convey plans on the Houthi operations. The review will also look at other defense officials’ use of the publicly available encrypted app.

Trump grew frustrated when asked about the review.

“You’re bringing that up again,” Trump scoffed at a reporter. “Don’t bring that up again. Your editor’s probably—that’s such a wasted story.”

Vice President JD Vance, chief of staff Susie Wiles, Waltz and Sergio Gor, director of the Presidential Personnel Office, also took part in the meeting with Loomer, the people said.

The Presidential Personnel Office has fired at least three senior NSC officials and multiple lower-ranking aides since Wednesday’s meeting with Loomer, according to the people familiar with the situation.

The NSC officials fired include Brian Walsh, a director for intelligence; Thomas Boodry, a senior director for legislative affairs; and David Feith, a senior director for technology and national security, according two people familiar with the matter.

“Laura Loomer is a very good patriot. She is a very strong person,” said Trump, who described his talks with the far-right activist as “constructive.”

Trump acknowledged that Loomer “recommended certain people for jobs.”

“Sometimes I listen to those recommendations like I do with everybody,” Trump said. “I listen to everybody than I make a decision.”

Loomer, who has promoted 9/11 conspiracy theories, was a frequent presence on the campaign trail during Trump’s 2024 successful White House run. More recently, she’s been speaking out on social media about members of Trump’s national security team that she insists can’t be trusted.

“It was an honor to meet with President Trump and present him with my research findings,” Loomer said in a Thursday posting on X. “I will continue working hard to support his agenda, and I will continue reiterating the importance of, and the necessity of STRONG VETTING, for the sake of protecting the President of the United States of America, and our national security.”

Trump has a long history of elevating and associating with people who trade in falsehoods and conspiracy theories, and he regularly amplifies posts on his social media site shared by those like Loomer, who promotes QAnon, an apocalyptic and convoluted conspiracy theory centered on the belief that Trump is fighting the “deep state.”

Trump’s national security team has been through a difficult stretch as officials struggle to answer questions about why they were using the Signal app to discuss planning for an operation targeting Houthi militants instead of using far more secure communication means.

The use of Signal for operation planning came to light because a journalist, The Atlantic magazine’s Jeffrey Goldberg, was mistakenly added to the chain and revealed that Trump’s team used it to discuss precise timing of the operation, aircraft used to carry out the strikes and more.

Waltz has taken responsibility for building the text chain but has said he does not know how Goldberg ended up being included.

The Pentagon’s acting inspector general announced Thursday that he would review Defense Secretary Pete Hegseth’s use of Signal to convey plans on the Houthi operations. The review will also look at other defense officials’ use of the publicly available encrypted app.

Watchdog to investigate Hegseth’s sharing of airstrike info on Signal

Loomer, in the leadup to Wednesday’s meeting with Trump, had complained to sympathetic administration officials that she had been excluded from the NSC vetting process as Waltz built his staff, according to one person familiar with the matter. She believes Waltz was too reliant in the process on “neocons” — shorthand for the more hawkish neoconservatives within the Republican Party — as well as what she perceived as “not-MAGA-enough” types, the person said.

Sen. Mike Rounds, a Republican who sits on Senate committees overseeing the military and national intelligence, said it “raises eyebrows” when “there is a firing of people on the National Security Council or their staff, particularly people that we have respect for, who were part of the Intel community to begin with here in the Senate.”

Waltz, in the first days of Trump’s return to Washington, sent about 160 nonpolitical detailees assigned to the NSC back to their home agencies to ensure those at the White House were committed to implementing Trump’s America First agenda.

The move sidelined nonpolitical experts on topics that range from counterterrorism to global climate policy at a time when the United States is dealing with a disparate set of complicated foreign policy matters, including conflicts in Ukraine and the Middle East.

Last week, Adam Schleifer, an assistant U.S. attorney in Los Angeles, was fired without explanation in a terse email from the White House personnel office shortly after Loomer posted about him on social media, according to a person familiar with the matter.

The White House described it as the first step in a “movement to peace” it hopes will eventually include a maritime ceasefire in the Black Sea and a full and lasting end to the fighting.

The White House added negotiations would “begin immediately” in the Middle East on those steps. Shortly after the call between Trump and Putin, air raid alerts sounded in Kyiv, followed by explosions in the city. Local officials urged people to seek shelter.

It was not immediately clear whether Ukraine is on board with the limited ceasefire plan.

Ukrainian officials had proposed a ceasefire covering the Black Sea and long-range missile strikes and the release of prisoners at their meeting with the U.S delegation in Saudi Arabia earlier this month.

“We agreed to an immediate Ceasefire on all Energy and Infrastructure, with an understanding that we will be working quickly to have a Complete Ceasefire and, ultimately, an END to this very horrible War between Russia and Ukraine,” Trump posted on social media following his call.

The Kremlin said Putin welcomed Trump’s calls for the maritime ceasefire and “agreed to begin negotiations to further work out specific details of such an agreement.”

Putin also told Trump that Russia and Ukraine are set to exchange 175 prisoners of war each on Wednesday, and Russia will also hand over to Ukraine 23 badly wounded soldiers, the Kremlin said.

Putin also called on Trump to end foreign military and intelligence assistance to Ukraine as the U.S. looks to bring an end to Russia’s invasion of Ukraine, according to the Kremlin.

The move comes as the White House pushes for Russia to sign off on its 30-day ceasefire proposal aimed at ending the Russian invasion of Ukraine.

Ukrainian officials last week agreed to the 30-day ceasefire proposal during talks in Saudi Arabia led by Secretary of State Marco Rubio. Ukrainian President Volodymyr Zelenskyy, however, remains skeptical that Putin is ready for peace as Russian forces continue to pound Ukraine.

The engagement is just the latest turn in dramatically shifting U.S.-Russia relations as Trump made quickly ending the conflict a top priority — even at the expense of straining ties with longtime American allies who want Putin to pay a price for the invasion.

In preparation for the Trump-Putin call, White House special envoy Steve Witkoff met last week with Putin in Moscow to discuss the proposal. Rubio had persuaded senior Ukrainian officials during talks in Saudi Arabia to agree to the ceasefire framework.

Putin last week said he agreed in principle with the U.S. proposal, but emphasized that Russia would seek guarantees that Ukraine would not use a break in hostilities to rearm and continue mobilization. The Russian president has also demanded that Ukraine renounce joining the NATO military alliance, sharply cut its army, and protect Russian language and culture to keep the country in Moscow’s orbit.

The U.S. president said this week that Washington and Moscow have already begun discussing “dividing up certain assets” between Ukraine and Russia as part of a deal to end the conflict.

Trump, who during his campaign pledged to end the war quickly, has at moments boasted of his relationship with Putin and blamed Ukraine for Russia’s unprovoked invasion, all while accusing Zelenskyy of unnecessarily prolonging the biggest land war in Europe since World War II.

Trump had said before the call that control of land and power plants would be part of the conversation, which came on the anniversary of Russia annexing Ukraine’s Crimean peninsula 11 years ago. That bold land grab by Russia set the stage for Russia to invade its neighbor in 2022.

Witkoff suggested that U.S. and Russian officials have discussed the fate of the Zaporizhzhia nuclear power plant — Europe’s largest — in southern Ukraine.

The plant has been caught in the crossfire since Moscow sent troops into Ukraine in 2022 and seized the facility shortly after. The U.N.’s International Atomic Energy Agency has repeatedly expressed alarm about it, fueling fears of a potential nuclear catastrophe.

The plant is a significant asset, producing nearly one-fourth of Ukraine’s electricity in the year before the war.

After a disastrous Feb. 28 White House meeting with Zelenskyy, Trump temporarily cut off some military intelligence-sharing and aid to Ukraine. It was restored after the Ukrainians last week signed off on the Trump administration’s 30-day ceasefire proposal.

Zelenskyy in his nightly video address on Monday made clear he remains doubtful that Putin is ready for peace.

“Now, almost a week later, it’s clear to everyone in the world — even to those who refused to acknowledge the truth for the past three years — that it is Putin who continues to drag out this war,” Zelenskyy said.

In his dealings with Zelenskyy and Putin, Trump has frequently focused on who has the leverage. Putin has “the cards” and Zelenskyy does not, Trump has said repeatedly.

Trump, who has long shown admiration for Putin, has also made clear he’d like to see the U.S.-Russia relationship return to a more normal footing.

The president during his recent contentious meeting with Zelenskyy grumbled that “Putin went through a hell of a lot with me,” a reference to the federal investigation into Russian interference in the 2016 presidential election in which he beat Democrat Hillary Clinton.

Trump on Monday again underscored his view that Ukraine is not in a strong negotiating position. He said Russian forces have “surrounded” Ukrainian troops in Russia’s Kursk region — amplifying an assertion made by Russian officials that’s been disputed by Zelenskyy.

Ukraine’s army stunned Russia in August last year by attacking across the border and taking control of an estimated 500 square miles of land. But Ukraine’s forces are now in retreat and it has all but lost a valuable bargaining chip, as momentum builds for a ceasefire with Russia.

Zelenskyy has acknowledged that the Ukrainians are on their back foot while disputing Russian claims that his troops are encircled in Kursk.

Trump suggested that he’s taken unspecified action that has kept Russia from slaughtering Ukrainian troops in Kursk.

“They’re surrounded by Russian soldiers, and I believe if it wasn’t for me they wouldn’t be here any longer,” Trump said.

The White House said the leaders also discussed the situation in the Middle East and agreed “Iran should never be in a position to destroy Israel.”

U.S. officials have previously said that Iran has provided Russia with short-range ballistic missiles and attack drones for the war in Ukraine. The U.S. has also said that Iran has assisted the Kremlin with building a drone-manufacturing factory.

President Donald Trump on Monday directed a “pause” to U.S. assistance to Ukraine after a disastrous Oval Office meeting as he seeks to pressure Ukrainian President Volodymyr Zelenskyy to engage in peace talks with Russia.

A White House official said Trump is focused on reaching a peace deal to end the more than three-year war sparked by Russia’s all-out invasion of Ukraine, and wants Zelenskyy “committed” to that goal. The official added that the U.S. was “pausing and reviewing” its aid to “ensure that it is contributing to a solution.” The official spoke on the condition of anonymity to discuss the assistance.

The moment comes some five years after Trump held up congressionally authorized assistance to Ukraine in 2019 as he sought to pressure Zelenskyy to launch investigations into Joe Biden, then a Democratic presidential candidate. The moment led to Trump’s first impeachment.

Trump in the leadup to his 2024 election win vowed to quickly end the war in Ukraine. He’s expressed increasing frustration with Zelenskyy over the war, while simultaneously expressing confidence that Russian President Vladimir Putin can be trusted to keep the peace if a truce in the conflict is reached.

Trump earlier on Monday slammed Zelenskyy for suggesting that the end of Russia’s war against Ukraine likely “is still very, very far away.”

The comments come as prominent Trump allies escalate pressure on Zelenskyy to dramatically change his approach to the U.S. president, who has made quickly ending the war a top priority, or step aside.

The long complicated relationship between the leaders has reached a nadir following the disastrous White House meeting in which Trump and Vice President JD Vance excoriated Zelenskyy for not being sufficiently thankful for U.S. support for Ukraine since Putin ordered the February 2022 invasion.

“This is the worst statement that could have been made by Zelenskyy, and America will not put up with it for much longer!” Trump said in a post on his Truth Social platform about the comments Zelenskyy made late Sunday while speaking to reporters in London.

Trump at an event at the White House later on Monday referred to Zelenskyy’s reported comments, and asserted the Ukrainian leader “better not be right about that.”

“If somebody doesn’t want to make a deal, I think that person won’t be around very long,” Trump added. “That person will not be listened to very long.”

Trump took issue with Zelenskyy suggesting it would take time to come to an agreement to end the war. The Ukrainian leader also tried to offer a positive take on the U.S.-Ukraine relationship in the aftermath of last week’s White House meeting.

Asked by a reporter about the outlines of a new European initiative to end Russia’s war, Zelenskyy said: “We are talking about the first steps today, and, therefore, until they are on paper, I would not like to talk about them in great detail.”

“An agreement to end the war is still very, very far away, and no one has started all these steps yet,” he added.

But Trump was only further irritated by Zelenskyy’s suggesting it will take time for the conflict to come to a close.

“It is what I was saying, this guy doesn’t want there to be Peace as long as he has America’s backing and, Europe, in the meeting they had with Zelenskyy, stated flatly that they cannot do the job without the U.S. — Probably not a great statement to have been made in terms of a show of strength against Russia,” Trump added in his post. “What are they thinking?”

Zelenskyy took to social media soon after Trump’s latest criticism. He did not directly refer to Trump’s comments, but underscored that it “is very important that we try to make our diplomacy really substantive to end this war the soonest possible.”

“We need real peace and Ukrainians want it most because the war ruins our cities and towns,” Zelenskyy added. “We lose our people. We need to stop the war and to guarantee security.”

Trump’s national security adviser said Zelenskyy’s posture during Friday’s Oval Office talks “put up in the air” whether he’s someone the U.S. administration will be able to deal with going forward.

“Is he ready, personally, politically, to move his country towards an end to the fighting?” Mike Waltz said on Fox News’ “America’s Newsroom” earlier Monday. “And can he and will he make the compromises necessary?”

Waltz added another layer of doubt about U.S. support as other high-profile Trump allies have suggested that the relationship between Trump and Zelenskyy is becoming untenable.

House Speaker Mike Johnson said Sunday that Zelenskyy “needs to come to his senses and come back to the table in gratitude or someone else needs to lead the country” for Ukraine to continue pursuing a peace deal negotiated by the United States.

Sen. Lindsey Graham, a Trump ally who has been a vociferous supporter of Ukraine, said soon after the Oval Office meeting that Zelenskyy “either needs to resign and send somebody over that we can do business with, or he needs to change.”

Angela Stent, a former national intelligence officer for Russia and Eurasia at the National Intelligence Council, said Putin is likely in no rush to end the war amid the fissures between Trump and Zelenskyy and Europe and the U.S. about the way ahead.

“He is not interested in ending the war,” said Stent, a senior fellow at the Brookings Institution in Washington. “He thinks Russia is winning. … And he thinks that as time goes on, the West will be more fractured.”

Trump administration and Ukrainian officials had been expected to sign off on a deal during Zelenskyy’s visit last week that would have given the U.S. access to Ukraine’s critical minerals in part to pay back more than $180 billion in aid the U.S. has sent Kyiv since the start of the war. The White House has also billed such a pact as a way to tighten U.S.-Ukrainian relations in the long term.

The signing was scrapped after the leaders’ Oval Office talks went off the rails and White House officials asked Zelenskyy and the Ukrainian delegation to leave.

Trump on Monday, however, suggested he hasn’t given up on the economic pact, calling it “a great deal.” He added that he expected to speak to the deal during his Tuesday address before a joint session of Congress.

Rep. Brian Fitzpatrick, a Pennsylvania Republican who co-chairs the Congressional Ukraine Caucus, spoke with Zelenskyy’s chief of staff, Andriy Yermak, on Monday about getting the mineral rights deal back on track.

Fitzpatrick after the lengthy call predicted the “deal will be signed in short order.”

President Donald Trump said Thursday that he wants to restart nuclear arms control talks with Russia and China and that, eventually, he hopes all three countries could agree to cut their massive defense budgets in half.

Speaking to reporters in the Oval Office, Trump lamented the hundreds of billions of dollars being invested in rebuilding the nation’s nuclear deterrent and said he hopes to gain commitments from the U.S. adversaries to cut their own spending.

“There’s no reason for us to be building brand new nuclear weapons, we already have so many,” Trump said. “You could destroy the world 50 times over, 100 times over. And here we are building new nuclear weapons, and they’re building nuclear weapons.”

“We’re all spending a lot of money that we could be spending on other things that are actually, hopefully much more productive,” Trump said.

While the U.S. and Russia hold massive stockpiles of weapons since the Cold War, Trump predicted that China would catch up in their capability to exact nuclear devastation “within five or six years.”

He said if the weapons were ever called to use, “that’s going to be probably oblivion.”

Trump said he would look to engage in nuclear talks with the two countries once “we straighten it all out” in the Middle East and Ukraine.

“One of the first meetings I want to have is with President Xi of China, President Putin of Russia. And I want to say, ‘Let’s cut our military budget in half.’ And we can do that. And I think we’ll be able to.”

Trump in his first term tried and failed to bring China into nuclear arms reduction talks when the U.S. and Russia were negotiating an extension of a pact known as New START. Russia suspended its participation in the treaty during the Biden administration, as the U.S. and Russia continued on massive programs to extend the lifespans or replace their Cold War-era nuclear arsenals.

President Donald Trump upended three years of U.S. policy toward Ukraine on Wednesday, saying that he and Russian leader Vladimir Putin had agreed to begin negotiations on ending the war following a sudden prisoner swap.

Trump said in a social media post that he and Putin held a lengthy phone call and committed to “work together, very closely” to bring the conflict to an end and would meet in person, including perhaps in each other’s countries.

Trump subsequently announced that he’d also spoken with Ukrainian President Volodymyr Zelenskyy, but only after his talk with Putin. After the calls, White House officials declined to clarify whether Ukraine would be a party to the U.S. negotiations.

That sent a potentially dramatic signal that Washington and Moscow might work to hammer out a deal to end fighting in Ukraine by going around that country’s government. Doing so would break with the Biden administration, which steadfastly insisted Kyiv would be a full participant in any decisions made.

In another blow to Ukraine’s aspirations, Defense Secretary Pete Hegseth said at NATO headquarters in Brussels that NATO membership was unrealistic for Ukraine, it should abandon hopes of winning all its territory back from Russia and any security guarantees for Kyiv would have to be borne by European countries.

Since Russia invaded Ukraine in February 2022, the Biden administration had joined other NATO members in vowing that membership in the Western military alliance was “inevitable.”

Zelenskyy sought to put a brave face on what many in Ukraine will see as a major disappointment. In a social media post, he said he had “a meaningful conversation” with Trump that included discussion of “opportunities to achieve peace” and Kyiv’s “readiness to work together at the team level.”

“I am grateful to President Trump,” he said.

Kremlin spokesman Dmitry Peskov said the conversation between Trump and Putin covered a good deal of ground, including the Middle East and Iran, but that Ukraine was the main focus.

Peskov said Trump called for a quick cessation of hostilities and a peaceful settlement, and that “President Putin, in his turn, emphasized the need to remove the root causes of the conflict and agreed with Trump that a long-term settlement could be achieved through peace talks.”

“The Russian president supported one of the main theses of the U.S. president that the time has come for our two countries to work together,” Peskov told reporters. “The Russian president invited the U.S. president to visit Moscow and expressed readiness to host U.S. officials in Russia for issues of mutual interest, naturally including Ukraine, the Ukrainian settlement.”

White House Press Secretary Karoline Leavitt said of Trump’s conversations with both Putin and Zelenskyy: “They were very good calls. They were very positive.”

But when she was asked specifically about the administration’s views on Ukraine’s NATO membership, she said only that she had not spoken to Trump about it.

“I believe this nation views Putin and Russia as a great competitor in the region. At times, an adversary,” Leavitt said. She also noted of Trump: “At times, he enjoys having good diplomatic relationships with leaders around the world.”

Still, working more closely with Putin on Ukraine directly defies Biden, who, together with his top national security aides, repeatedly insisted, “Nothing about Ukraine without Ukraine.”

Vice President JD Vance, Secretary of State Marco Rubio and Trump’s special Russia-Ukraine envoy, retired Gen. Keith Kellogg, will all be in Germany this week for the annual Munich Security Conference, which Zelenskyy also will attend. Leavitt said discussions will continue then.

Wednesday’s Trump-Putin call and the resulting policy sea change followed a prisoner swap that resulted in Russia releasing Pennsylvania schoolteacher Marc Fogel after more than three years of detention in return for convicted Russian criminal Alexander Vinnik.

The White House has described the prisoner swap as evidence of a diplomatic thaw that could advance negotiations to end the fighting in Ukraine.

In a social media post detailing his call with Putin, Trump wrote, “We each talked about the strengths of our respective Nations, and the great benefit that we will someday have in working together.”

“But first, as we both agreed, we want to stop the millions of deaths taking place in the War with Russia/Ukraine,” Trump wrote.

Trump said he and Putin also “agreed to have our respective teams start negotiations immediately.” He appointed Rubio, CIA director John Ratcliffe, national security adviser Michael Waltz and his special Mideast envoy Steven Witkoff to lead those talks.

Leavitt didn’t comment on whether Ukraine came up during the prisoner swap.

Fogel, who was deemed wrongfully detained by Russia, was arrested in August 2021 for possession of marijuana and was serving a 14-year prison sentence. He had been left out of previous prisoner swaps with Russia that were negotiated by the Biden administration.

Vinnik — the other person involved, according to two U.S. officials — was arrested in 2017 in Greece at the request of the U.S. on cryptocurrency fraud charges and was later extradited to the United States, where he pleaded guilty last year to conspiracy to commit money laundering.

He is in custody in California awaiting transport to Russia, the officials said. The Kremlin confirmed that a Russian citizen was freed in the United States in exchange for Fogel but refused to identify him until he arrives in Russia.

Trump welcomed Fogel at the White House on Tuesday evening after his return to the U.S. on Witkoff’s personal plane. On Wednesday, Trump declined to say if he spoke with Putin about Fogel and didn’t say what the United States had provided in exchange for Fogel’s release.

Speaking to reporters on Tuesday, Trump suggested that Fogel’s release could help anchor a peace deal on Ukraine, saying: “We were treated very nicely by Russia, actually. I hope that’s the beginning of a relationship where we can end that war.”

(AP) — President Joe Biden said Wednesday that he would not supply offensive weapons that Israel could use to launch an all-out assault on Rafah — the last major Hamas stronghold in Gaza — over concern for the well-being of the more than 1 million civilians sheltering there.

Biden, in an interview with CNN, said the U.S. was still committed to Israel’s defense and would supply Iron Dome rocket interceptors and other defensive arms, but that if Israel goes into Rafah, “we’re not going to supply the weapons and artillery shells used.”

The U.S. has historically provided enormous amounts of military aid to Israel. That has only accelerated in the aftermath of Hamas’ Oct. 7 attack that killed some 1,200 in Israel and led to about 250 being taken captive by militants. Biden’s comments and his decision last week to pause a shipment of heavy bombs to Israel are the most striking manifestations of the growing daylight between his administration and Israel Prime Minister Benjamin Netanyahu’s government. Biden said Wednesday that Israel’s actions around Rafah had “not yet” crossed his red lines, but has repeated that Israel needs to do far more to protect the lives of civilians in Gaza.

The shipment was supposed to consist of 1,800 2,000-pound (900-kilogram) bombs and 1,700 500-pound (225-kilogram) bombs, according to a senior U.S. administration official who spoke on the condition of anonymity to discuss the sensitive matter. The focus of U.S. concern was the larger explosives and how they could be used in a dense urban area.

“Civilians have been killed in Gaza as a consequence of those bombs and other ways in which they go after population centers,” Biden told CNN. “I made it clear that if they go into Rafah — they haven’t gone in Rafah yet — if they go into Rafah, I’m not supplying the weapons that have been used historically to deal with Rafah, to deal with the cities, that deal with that problem.”

“We’re not walking away from Israel’s security,” Biden continued. “We’re walking away from Israel’s ability to wage war in those areas.”

Defense Secretary Lloyd Austin earlier Wednesday confirmed the weapons delay, telling the Senate Appropriations Subcommittee on Defense that the U.S. paused “one shipment of high payload munitions.”

“We’re going to continue to do what’s necessary to ensure that Israel has the means to defend itself,” Austin said. “But that said, we are currently reviewing some near-term security assistance shipments in the context of unfolding events in Rafah.”

It also comes as the Biden administration is due to deliver a first-of-its-kind formal verdict this week on whether the airstrikes on Gaza and restrictions on delivery of aid have violated international and U.S. laws designed to spare civilians from the worst horrors of war. A decision against Israel would further add to pressure on Biden to curb the flow of weapons and money to Israel’s military.

Biden signed off on the pause in an order conveyed last week to the Pentagon, according to U.S. officials who were not authorized to comment on the matter. The White House National Security Council sought to keep the decision out of the public eye for several days until it had a better understanding of the scope of Israel’s intensified military operations in Rafah and until Biden could deliver a long-planned speech on Tuesday to mark Holocaust Remembrance Day.

Biden’s administration in April began reviewing future transfers of military assistance as Netanyahu’s government appeared to move closer toward an invasion of Rafah, despite months of opposition from the White House. The official said the decision to pause the shipment was made last week and no final decision had been made yet on whether to proceed with the shipment at a later date.

U.S. officials had declined for days to comment on the halted transfer, word of which came as Biden on Tuesday described U.S. support for Israel as “ironclad, even when we disagree.”

Israel’s ambassador to the United Nations, Gilad Erdan, in an interview with Israeli Channel 12 TV news, said the decision to pause the shipment was “a very disappointing decision, even frustrating.” He suggested the move stemmed from political pressure on Biden from Congress, the U.S. campus protests and the upcoming election.

The decision also drew a sharp rebuke from House Speaker Mike Johnson and Senate Republican Leader Mitch McConnell, who said they only learned about the military aid holdup from press reports, despite assurances from the Biden administration that no such pauses were in the works. The Republicans called on Biden in a letter to swiftly end the blockage, saying it “risks emboldening Israel’s enemies,” and to brief lawmakers on the nature of the policy reviews.

Biden has faced pressure from some on the left — and condemnation from the critics on the right who say Biden has moderated his support for an essential Mideast ally.

“If we stop weapons necessary to destroy the enemies of the state of Israel at a time of great peril, we will pay a price,” said Sen. Lindsey Graham, R-S.C., his voice rising in anger during an exchange with Austin. “This is obscene. It is absurd. Give Israel what they need to fight the war they can’t afford to lose.”

Independent Sen. Bernie Sanders of Vermont, a Biden ally, said in a statement the pause on big bombs must be a “first step.”

“Our leverage is clear,” Sanders said. “Over the years, the United States has provided tens of billions of dollars in military aid to Israel. We can no longer be complicit in Netanyahu’s horrific war against the Palestinian people.”

Austin, meanwhile, told lawmakers that “it’s about having the right kinds of weapons for the task at hand.”

“A small diameter bomb, which is a precision weapon, that’s very useful in a dense, built-up environment,” he said, “but maybe not so much a 2,000-pound bomb that could create a lot of collateral damage.” He said the U.S. wants to see Israel do “more precise” operations.

Israeli troops on Tuesday seized control of Gaza’s vital Rafah border crossing in what the White House described as a limited operation that stopped short of the full-on Israeli invasion of the city that Biden has repeatedly warned against, most recently in a Monday call with Netanyahu.

Israel has ordered the evacuation of 100,000 Palestinians from the city. Israeli forces have also carried out what it describes as “targeted strikes” on the eastern part of Rafah and captured the Rafah crossing, a critical conduit for the flow of humanitarian aid along the Gaza-Egypt border.

Privately, concern has mounted inside the White House about what’s unfolding in Rafah, but publicly administration officials have stressed that they did not think the operations had defied Biden’s warnings against a widescale operation in the city.

The State Department is separately considering whether to approve the continued transfer of Joint Direct Attack Munition kits, which place precision guidance systems onto bombs, to Israel, but the review didn’t pertain to imminent shipments.

Itamar Yaar, former deputy head of Israel’s National Security Council said the U.S. move is largely symbolic, but a sign of trouble and could become more of a problem if it is sustained.

“It’s not some kind of American embargo on American munitions support, but I think its some kind of diplomatic message to Mr. Netanyahu that he needs to take into consideration American interests more than he has over the last few months,” he said. “At least for now it will not impact Israeli capability but it’s some kind of a signal, a ‘be careful.’”

The U.S. dropped the 2,000-pound bomb sparingly in its long war against the Islamic State militant group. Israel, by contrast, has used the bomb frequently in the seven-month Gaza war. Experts say the use of the weapon, in part, has helped drive the enormous Palestinian casualty count that the Hamas-run health ministry puts at more than 34,000 dead, though it doesn’t distinguish between militants and civilians.

The U.S.-Israel relationship has been close through both Democratic and Republican administrations. But there have been other moments of deep tension since Israel’s founding in which U.S. leaders have threatened to hold up aid in an attempt to sway Israeli leadership.

President Dwight Eisenhower pressured Israel with the threat of sanctions into withdrawing from the Sinai in 1957 amid the Suez Crisis. Ronald Reagan delayed the delivery of F16 fighter jets to Israel at a time of escalating violence in the Middle East. President George H.W. Bush held up $10 billion in loan guarantees to force the cessation of Israeli settlement activity in the occupied territories.

WASHINGTON — The White House said Monday that the U.S. may establish a naval task force to escort commercial ships in the Red Sea, a day after three vessels were struck by missiles fired by Iranian-back Houthis in Yemen.

National security adviser Jake Sullivan said the U.S. has been in active conversations with allies about setting up the escorts though nothing is finalized, describing it as a “natural” response to that sort of incident.

On Sunday, ballistic missiles fired by Yemen’s Houthi rebels struck three commercial ships, while a U.S. warship shot down three drones in self-defense during an hourslong assault, the U.S. military said. It marked an escalation in a series of maritime attacks in the Mideast linked to the Israel-Hamas war.

“We are in talks with other countries about a maritime task force of sorts involving the ships from partner nations alongside the United States in ensuring safe passage,” Sullivan told reporters. He noted similar task forces are used to protect commercial shipping elsewhere, including off the coast of Somalia.

The Houthi attacks imperil traffic on one of the world’s most vital shipping lanes and with it global trade overall. The U.S. Energy Information Administration says 8.8 million barrels of oil a day are shipped through the Red Sea and the narrow straits of the Bab al-Mandab within range of the Houthis, making it one of world trade’s most crucial chokepoints. The ships carry oil and natural gas from the Gulf to Europe, the United States and China.

The Red Sea and Bab al-Mandab are also part of a vital route for commercial shipping overall, carrying millions of tons of agricultural products and other goods to markets yearly.

Sullivan said that while the Houthis had “their finger on the trigger,” the group’s Iranian sponsors were ultimately responsible.

“The weapons here are being supplied by Iran,” Sullivan said. “Iran, we believe, is the ultimate party responsible for this.”

Sullivan said the U.S. does not believe that all three of the ships struck by the Houthis had ties to Israel, saying, “It goes to show you the level of recklessness that the Houthis are operating.”

Kyiv, Ukraine (AP) — President Joe Biden paid an unannounced visit to Ukraine on Monday to meet with President Volodymyr Zelensky in a defiant display of Western solidarity with a country still fighting what he called “a brutal and unjust war” days before the first anniversary of Russia’s invasion.

“One year later, Kyiv stands,” Biden declared after meeting Zelensky at Mariinsky Palace. Jamming his finger for emphasis on his podium, against a backdrop of three flags from each country, he continued: “And Ukraine stands. Democracy stands. The Americans stand with you, and the world stands with you.”

Biden spent more than five hours in the Ukrainian capital, consulting with Zelensky on next steps, honoring the country’s fallen soldiers and seeing U.S. embassy staff in the besieged country.

The visit comes at a crucial moment: Biden is trying to keep allies unified in their support for Ukraine as the war is expected to intensify with spring offensives. Zelensky is pressing allies to speed up delivery of promised weapon systems and calling on the West to provide fighter jets — something that Biden has declined to do.

The U.S. president got a taste of the terror that Ukrainians have lived with for close to a year when air raids sirens howled just as he and Zelenskyy wrapped up a visit to the gold-domed St. Michael’s Cathedral.

Looking solemn, they continued unperturbed as they laid two wreaths and held a moment of silence at the Wall of Remembrance honoring Ukrainian soldiers killed since 2014, the year Russia annexed Ukraine’s Crimean peninsula and Russian-backed fighting erupted in eastern Ukraine.

The White House would not go into specifics, but national security adviser Jake Sullivan said that it notified Moscow of Biden’s visit to Kyiv shortly before his departure from Washington “for deconfliction purposes” in an effort to avoid any miscalculation that could bring the two nuclear-armed nations into direct conflict.

In Kyiv, Biden announced an additional half-billion dollars in U.S. assistance — on top of the more than $50 billion already provided — for shells for howitzers, anti-tank missiles, air surveillance radars and other aid but no new advanced weaponry.

Ukraine has also been pushing for battlefield systems that would allow its forces to strike Russian targets that have been moved back from frontline areas, out of the range of HIMARS missiles that have already been delivered. Zelenskyy said he and Biden spoke about “long-range weapons and the weapons that may still be supplied to Ukraine even though it wasn’t supplied before.” But he did not detail any new commitments.

“Our negotiations were very fruitful,” Zelensky added. Sullivan would not detail any potential new capabilities for Ukraine, but said there was a “good discussion” of the subject.

Biden’s mission with his visit to Kyiv, which comes before a scheduled trip to Warsaw, Poland, is to underscore that the United States is prepared to stick with Ukraine “as long as it takes” to repel Russian forces even as public opinion polling suggests that U.S. and allied support for providing weaponry and direct economic assistance has started to soften. For Zelenskyy, the symbolism of having the U.S. president stand side by side with him on Ukrainian land as the anniversary nears is no small thing as he prods allies to provide more advanced weaponry and step up delivery.

“I thought it was critical that there not be any doubt, none whatsoever, about U.S. support for Ukraine in the war,” Biden said.

Biden’s trip was a brazen rebuke to Russian President Vladimir Putin, who had hoped his military would swiftly overrun Kyiv within days. Biden, a Democrat, recalled speaking with Zelenskyy on the night of the invasion, saying, “That dark night one year ago, the world was literally at the time bracing for the fall of Kyiv. Perhaps even the end of Ukraine.”

A year later, the Ukrainian capital remains firmly in Ukrainian control. Although a semblance of normalcy has returned to the city, regular air raid sirens and frequent missile and killer-drone attacks against military and civilian infrastructure across the country are a near-constant reminder that the war is still raging. The bloodiest fighting is, for the moment, concentrated in the country’s east, particularly around the city of Bakhmut, where Russian offensives are underway.

At least six civilians have been killed and 17 more have been wounded in Ukraine over the past 24 hours, Ukraine’s presidential office reported. In the eastern Donetsk region, the Russian army was using aviation to strike cities on the front line. A total of 15 cities and villages have been shelled over the past 24 hours, according to the region’s Ukrainian Gov. Pavlo Kyrylenko. In the northeastern Kharkiv region, cities near the border with Russia came under fire. A missile strike hit Kupiansk, damaging a hospital, a plant and residential buildings.

“The cost that Ukraine has had to bear has been extraordinarily high,” Biden said. “And the sacrifices have been far too great.” But “Putin’s war of conquest is failing.”

“He’s counting on us not sticking together,” Biden said. “He thought he could outlast us. I don’t think he’s thinking that right now. God knows what he’s thinking, but I don’t think he’s thinking that. But he’s just been plain wrong. Plain wrong.”

Signing a guest book at the presidential palace, Biden praised Zelensky and the Ukrainian people, closing with “Slava Ukraini!” — “Glory to Ukraine!”

The trip gave Biden an opportunity to get a firsthand look at the devastation the Russian invasion has caused on Ukraine. Thousands of Ukrainian troops and civilians have been killed, millions of refugees have fled the war, and Ukraine has suffered tens of billions of dollars of infrastructure damage.

Biden, wearing a blue suit and at times his signature aviator sunglasses, told Zelensky the U.S. will stand with him “for as long as it takes.” Zelenskyy responded in English: “We’ll do it.”

The Ukrainian leader, wearing a black sweatshirt, as has become his wartime habit, said through an interpreter that Biden’s visit “brings us closer to the victory,” this year, he hoped. He expressed gratitude to Americans and “all those who cherish freedom.”

It was rare for a U.S. president to travel to a conflict zone where the U.S. or its allies did not have control over the airspace.

The U.S. military does not have a presence in Ukraine other than a small detachment of Marines guarding the embassy in Kyiv, making Biden’s visit more complicated than other recent visits by prior U.S. leaders to war zones.

While Biden was in Ukraine, U.S. surveillance planes, including E-3 Sentry airborne radar and an electronic RC-135W Rivet Joint aircraft, were keeping watch over Kyiv from Polish airspace.

Speculation has been building for weeks that Biden would visit Ukraine around the Feb. 24 anniversary of the Russian invasion. But the White House repeatedly had said that no presidential trip to Ukraine was planned, even after the Poland visit was announced.

Since early morning on Monday many main streets and central blocks in Kyiv were cordoned off without any official explanation. Later people started sharing videos of long motorcades of cars driving along the streets where the access was restricted.

At the White House, planning for Biden’s visit to Kyiv was tightly held — with a relatively small group of aides briefed on the plans — because of security concerns. Sullivan said Biden gave final approval for the trip, which had been in the works for months, on Friday during an Oval Office meeting at which he was briefed on security plans for the visit.

The president traveled with an usually small entourage, with just a few senior aides and two journalists, to maintain secrecy.

Asked by a reporter on Friday if Biden might include stops beyond Poland, White House National Security Council spokesman John Kirby replied, “Right now, the trip is going to be in Warsaw.” Moments later — and without prompting — Kirby added, “I said ‘right now.’

Biden quietly departed from Joint Base Andrews near Washington at 4:15 a.m. on Sunday, making a stop at Ramstein Air Base in Germany before making his way into Ukraine. He arrived in Kyiv at 8 a.m. on Monday. He departed after 1 p.m.

Until Monday, Biden’s failure to visit was making him something of a standout among Ukraine’s partners in the West, some of whom have made frequent visits to the Ukrainian capital. White House officials had previously cited security concerns with keeping Biden from making the trip, and Sullivan said Monday that the visit was only undertaken once officials believed they had managed the risk to acceptable levels.

In June, French President Emmanuel Macron, German Chancellor Olaf Scholz and then Italian Prime Minister Mario Draghi traveled together by night train to Kyiv to meet with Zelenskyy. British Prime Minister Rishi Sunak visited Kyiv in November shortly after taking office.

This is Biden’s first visit to a war zone as president. His recent predecessors, Donald Trump, Barack Obama and George W. Bush, made surprise visits to Afghanistan and Iraq during their presidencies to meet U.S. troops and those countries’ leaders.

WASHINGTON — The U.S. military on Saturday shot down a suspected Chinese spy balloon off the Carolina coast on orders from President Joe Biden, after it traversed sensitive military sites across North America, becoming the latest flashpoint in tensions between Washington and Beijing.

Biden said he wanted the balloon downed on Wednesday, but was advised the best time for the operation would be when it was over water. Military officials determined bringing it down over land from an altitude of 60,000 feet would pose an undue risk to people on the ground.

The balloon was spotted Saturday morning over the Carolinas as it approached the Atlantic coast. At about 2:40 p.m. EST, an F-22 fighter jet fired a missile at the balloon, puncturing it while it was about 6 nautical miles off the coast near Myrtle Beach, South Carolina, senior defense officials said.

The debris landed in 47 feet of water, shallower than they had expected. Still, it was not immediately clear how long the recovery would take. The Navy is taking the lead, supported by the Coast Guard.

“They successfully took it down and I want to compliment our aviators who did it,” Biden said after getting off Air Force One en route to Camp David.

The spectacle had Americans looking to the skies all week, wondering whether the mysterious balloon had floated over toward them.

On Saturday, Ashlyn Preaux, 33, went out to get her mail in Forestbrook, South Carolina, and noticed her neighbors looking up — and there it was, the balloon in the cloudless blue sky. Then she saw fighter jets circling and the balloon get hit.

“I did not anticipate waking up to be in a ‘Top Gun’ movie today,” she said.

U.S. defense and military officials said Saturday the balloon entered the U.S. air defense zone north of the Aleutian Islands on Jan. 28 and moved largely over land across Alaska and then into Canadian airspace in the Northwest Territories on Monday. It crossed back into U.S. territory over northern Idaho on Tuesday, the day the White House said Biden was first briefed on it.

The balloon was spotted Thursday over Montana, home to one of America’s three nuclear missile silo fields at Malmstrom Air Force Base.

The Americans were able to collect intelligence on the balloon as it flew over the U.S., giving them a number of days to analyze it and learn how it moved and what it was capable of surveilling, a senior defense official said. The official was not authorized to discuss the ongoing operation and spoke to the Associated Press on condition of anonymity.

China has continued to claim the balloon was merely a weather research “airship” that had been blown off course. The Pentagon rejected that out of hand — as well as China’s contention it was not being used for surveillance and had only limited navigational ability.

The public disclosure of the balloon on Thursday prompted the cancellation of a visit by U.S. Secretary of State Antony Blinken to Beijing for talks aimed at reducing U.S.-China tensions. The Chinese government on Saturday sought to play down the cancellation.

“In actuality, the U.S. and China have never announced any visit, the U.S. making any such announcement is their own business, and we respect that,” China’s Ministry of Foreign Affairs said in a statement Saturday morning.

The Pentagon also acknowledged reports of a second balloon flying over Latin America. “We now assess it is another Chinese surveillance balloon,” Brig. Gen. Pat Ryder, Pentagon press secretary, said in a statement.

China’s Ministry of Foreign Affairs did not immediately respond to a question about the second balloon.

Blinken, who had been due to depart Washington for Beijing late Friday, said he had told senior Chinese diplomat Wang Yi in a phone call that sending the balloon over the U.S. was “an irresponsible act and that (China’s) decision to take this action on the eve of my visit is detrimental to the substantive discussions that we were prepared to have.”

Uncensored reactions on the Chinese internet mirrored the official government stance that the U.S. was hyping the situation. Some used it as a chance to poke fun at U.S. defenses, saying it couldn’t even defend against a balloon, and nationalist influencers leapt to use the news to mock the U.S.

China has denied any claims of spying and said it is a civilian-use balloon intended for meteorology research. The Ministry of Foreign Affairs emphasized that the balloon’s journey was out of its control and urged the U.S. not to “smear” it because of the balloon.

In preparation for the operation Saturday, the Federal Aviation Administration temporarily closed airspace over the Carolina coast, including the airports in Myrtle Beach and Charleston, South Carolina, and Wilmington, North Carolina. The FAA rerouted air traffic from the area and warned of delays as a result of the flight restrictions. The FAA and Coast Guard worked to clear the airspace and water below the balloon as it reached the ocean.

Television footage showed a small explosion, followed by the giant deflated balloon descending like a ribbon toward the water.

Bill Swanson said he watched the balloon deflate instantly from his house in Myrtle Beach as fighter jets circled around.

“When it deflated it was pretty close to instantaneous,” he said. “One second it’s there like a tiny moon and the next second it’s gone.” Swanson added that a trail of smoke followed the balloon as it dropped.

Officials were aiming to time the operation so they could recover as much of the debris as possible before it sinks into the ocean. The Pentagon had previously estimated any debris field would be substantial.

Associated Press writers Chris Megerian in Hagerstown, M.D., Tara Copp in Washington, Kimberlee Kruesi in Nashville, Huizhong Wu in Taipei and researcher Henry Hou in Beijing contributed to this report.
