Facing jittery global markets and drooping poll numbers since launching a war on Iran, President Donald Trump has cycled from calls for “unconditional surrender” to sounding amenable to an end state in which Iran trades one hard-line ayatollah for another.

Shifting comments from the Republican president and his top aides are adding to the precariousness of the 12-day-old conflict, which is impacting nearly every corner of the Middle East and causing economic tremors around the globe. With neither side budging, the war is now on an unpredictable path — one in which a credible endgame is still unclear.

Defense Secretary Pete Hegseth on Tuesday told reporters it’s up to Trump “whether it’s the beginning, the middle or the end” of the war. Trump, during the course of one speech at a House Republican gathering on Monday, went from calling the war a “short-term excursion” that could end soon to proclaiming “we haven’t won enough.”

The vacillation has fueled criticism from those who say Trump lacks a clear goal.

“They didn’t have a plan,” Sen. Mark Kelly, D-Ariz., told reporters. ”They have no timeline. And because of that, they have no exit strategy.”

A constantly shifting goal line

Since ordering the Iran bombardment, Trump has continually shifted his timelines and goals for his war against Iran, a crosscurrent of rhetoric that has delivered more questions than answers.

Over the last few days, Trump has called for the “unconditional surrender” of Iran’s leaders, while suggesting he’s already succeeded in achieving his objective of decimating Iran’s military.

At the same time, Trump’s team has sought to soothe anxious Americans that this won’t be a long, drawn-out conflict, even as the president has insisted he hasn’t ruled out the option of putting U.S. boots on the ground.

The U.S. military says that it has effectively destroyed the Iranian navy and made huge strides in defanging Iran’s ability to launch missiles and drones at its neighbors throughout the region.

And yet, the critical Strait of Hormuz, through which roughly 20% of the world’s oil passes on a typical day, remains effectively closed to business, and Iranian leaders remain unbowed.

The Revolutionary Guard vowed Iran would not allow “a single liter of oil” through the vital waterway until the United States stops its bombing campaign. And Ali Larijani, Iran’s top national security official, offered a menacing message on Tuesday after Trump had threatened to attack Iran “TWENTY TIMES HARDER” if Tehran stopped oil flowing through the strait.

“The sacrificial nation of Iran doesn’t fear your empty threats,” Larijani wrote on X. “Even those bigger than you couldn’t eliminate Iran. Be careful not to get eliminated yourself.”

Making the case to Americans

Trump has struggled to make his case to Americans about why preemptive action against Iran was necessary and how it squares with his pledge to keep America out of the “forever wars” of the last two decades that he’s bemoaned for costing too much money and too many American lives.

Thus far, seven U.S. troops have been killed and about 140 injured in the retaliatory salvos from Iran throughout the region. An eighth service member died on March 6 following a non-combat incident, the Pentagon said.

One of several reasons Trump has offered to justify launching the war is that he had a “feeling” that Iran was getting set to attack the United States.

White House press secretary Karoline Leavitt slightly amended that position, telling reporters that the president “had a feeling” that was “based on fact.”

However, Pentagon officials in private briefings have told congressional staffers that the U.S. does not have intelligence indicating that Iran was planning to preemptively attack the U.S.

Recent polling shows Trump’s decision to attack Iran hasn’t come with the rallying-around-the-flag effect that has typically accompanied the start of recent U.S. wars.

About half of voters in Quinnipiac and Fox News polls said the U.S. military action in Iran makes the U.S. “less safe,” while only about 3 in 10 in each poll said it made the country safer. A CNN poll found about half of U.S. adults thought the military action would make Iran “more of a threat” to the U.S., while only about 3 in 10 thought it would lessen the danger.

In that CNN poll, about 6 in 10 U.S. adults said they trusted Trump “not much” or “not at all” to make the right decisions about the U.S. use of force in Iran.

European allies are treading carefully after British Prime Minister Keir Starmer and Spain’s Prime Minister Pedro Sánchez faced the wrath of Trump, who deemed them not sufficiently supportive in backing his war of choice.

But even German Chancellor Friedrich Merz, who has been broadly supportive of the U.S.-Israeli campaign against Iran, said on Tuesday that “more questions arise with every day of war.”

“Above all, we’re concerned that there is apparently no joint plan for how this war can be brought quickly to a convincing end,” Merz said.

Merz stressed that “Germany and Europe have no interest in an endless war” or in Iran’s territorial integrity disintegrating.

Deflecting responsibility for school bombing

The president has chosen to deflect responsibility for the bombing of a girls’ school in southern Iran on the first day of the conflict, a strike that killed at least 165 people.

Trump on Saturday blamed the attack on Iran, saying its security forces are “very inaccurate” with munitions.

On Monday, after the investigative group Bellingcat posted verified video that showed a U.S. Tomahawk cruise missile hitting a Revolutionary Guard facility near the school, causing the explosion, Trump again insisted it could have been Iran’s fault but said that he would accept whatever an ongoing U.S. investigation into the matter might find.

The president erroneously claimed that Tehran had access to Tomahawks, a U.S.-manufactured weapon system that is only available to the U.S. and a few close allies.

Asked by a reporter, Leavitt didn’t directly answer why Trump falsely asserted that Iran has access to the U.S.-made missile.

Instead, she responded in part that “the president has a right to share his opinions with the American public” while noting “he has said he’ll accept the conclusion of that investigation.”

Senate Minority Leader Chuck Schumer, D-N.Y., told reporters that Trump’s claim “is beyond asinine.”

“Again, he says whatever pops into his head no matter what the truth is,” Schumer said. “And we all know he lies, but on something as formidable as this, it’s appalling.”

Sen. Kevin Cramer, a North Dakota Republican, was among Trump allies gently making the case that it was important for the Trump administration to clarify what happened to the school.

Cramer said the military must “do everything you can to eliminate those mistakes going forward.”

“But you also can’t undo it,” he added.

President Donald Trump on Wednesday proposed setting U.S. military spending at $1.5 trillion in 2027, citing “troubled and dangerous times.”

Trump called for the massive surge in spending days after he ordered a U.S. military operation to capture Venezuelan leader Nicolás Maduro and spirit him out of the country to face drug trafficking charges in the United States. U.S. forces continue to mass in the Caribbean Sea.

The 2026 military budget is set at $901 billion.

Trump in recent days has also called for taking over the Danish territory of Greenland for national security reasons and has suggested he’s open to carrying out military operations in Colombia. Secretary of State Marco Rubio has ominously warned that longtime adversary Cuba “is in trouble.”

“This will allow us to build the ‘Dream Military’ that we have long been entitled to and, more importantly, that will keep us SAFE and SECURE, regardless of foe,” Trump said in a posting on Truth Social announcing his proposal.

The military just received a large boost of some $175 billion in the GOP’s “big, beautiful bill” of tax breaks and spending reductions that Trump signed into law last year.

Insisting on more funding for the Pentagon is almost certain to run into resistance from Democrats who work to maintain parity between changes in defense and nondefense spending. But it’s also sure to draw objections from the GOP’s deficit hawks who have pushed back against larger military spending.

But Trump said he feels comfortable surging spending on the military because of increased revenue created by his administration through tariffs imposed on friends and foes around the globe since his return to office.

The U.S. government collected gross revenues of $288.5 billion last year from tariffs and other excise taxes, up from $98.3 billion in 2024, according to the Bipartisan Policy Center. That’s a meaningful increase in revenues from taxing imports. But it’s not enough to cover the various promises made by Trump, who has said the tariffs can also cover dividends to taxpayers, pay down the national debt and, now, cover increased spending on the military.

Meanwhile, Trump on Wednesday also threatened to cut off Pentagon purchases from Raytheon, one of the biggest U.S. defense contractors, if the company did not end the practice of stock buybacks and invest more profits into building out its weapons manufacturing capacity.

Trump in recent months has repeatedly complained that defense companies have been woefully behind on deliveries of critical weaponry, yet continue to mete out dividends and stock buybacks to investors and offering eye-popping salaries to top executives.

“Either Raytheon steps up, and starts investing in more upfront Investment like Plants and Equipment, or they will no longer be doing business with Department of War,” Trump said on social media. “Also, if Raytheon wants further business with the United States Government, under no circumstances will they be allowed to do any additional Stock Buybacks, where they have spent Tens of Billions of Dollars, until they are able to get their act together.”

The company is responsible for making some of the military’s most widely used and notable missiles, including the Tomahawk cruise missile, the shoulder-launched Javelin and Stinger missiles and the Sidewinder air-to-air missile.

Raytheon also owns Pratt & Whitney, a company that is responsible for manufacturing a host of jet engines that power aircraft for all the military branches, including the newest F-35 Joint Strike Fighter.

On Wall Street, shares of defense contractors fell, with Northrop Grumman dropping 5.5%, Lockheed Martin declining 4.8% and RTX Corp., the parent company of Raytheon, slipping 2.5%.

Raytheon did not immediately respond to a request for comment.

President Donald Trump said Monday he will sell F-35 advanced fighter jets to Saudi Arabia on the eve of Crown Prince Mohammed bin Salman’s Washington visit, as he praised the kingdom for its long partnership with the United States.

“I will say that that we will be doing that,” Trump said when asked if he would sell the jets to Saudi Arabia. “We’ll be selling F-35s.”

The crown prince, who is set to make a White House visit Tuesday, had been expected to arrive with a wish list that includes receiving formal assurances from Trump defining the scope of the U.S. military protection for the kingdom and an agreement to buy U.S.-made F-35 fighter jets, one of the world’s most advanced aircraft.

The Republican administration, however, has been wary about upsetting Israel’s “qualitative military advantage” over its neighbors, especially at a time when Trump is depending on Israeli support for the success of his Gaza peace plan.

Another long-standing concern, which also derailed a potential similar sale to the United Arab Emirates, is that the F-35 technology could be stolen by or somehow transferred to China, which has close ties to both the UAE and Saudi Arabia.

U.S. President Donald Trump on Saturday said he’s ordered the Pentagon to begin planning for potential military action in Nigeria as he stepped up his allegations that the government is failing to rein in the persecution of Christians in the West African country.

The president also warned that he “will immediately stop all aid and assistance to Nigeria.”

“If the Nigerian Government continues to allow the killing of Christians, the U.S.A. will immediately stop all aid and assistance to Nigeria, and may very well go into that now disgraced country, ‘guns-a-blazing,’ to completely wipe out the Islamic Terrorists who are committing these horrible atrocities,” Trump posted on social media. “I am hereby instructing our Department of War to prepare for possible action. If we attack, it will be fast, vicious, and sweet, just like the terrorist thugs attack our CHERISHED Christians!”

The warning came after Nigeria’s President Bola Ahmed Tinubu earlier on Saturday pushed back on Trump announcing a day earlier that he was designating the West African country “a country of particular concern” for allegedly failing to rein in the persecution of Christians.

In a social media statement on Saturday, Tinubu said that the characterization of Nigeria as a religiously intolerant country does not reflect the national reality.

“Religious freedom and tolerance have been a core tenet of our collective identity and shall always remain so,” Tinubu said. “Nigeria opposes religious persecution and does not encourage it. Nigeria is a country with constitutional guarantees to protect citizens of all faiths.”

Trump on Friday said “Christianity is facing an existential threat in Nigeria” and “radical Islamists are responsible for this mass slaughter.”

Trump’s comment came weeks after U.S. Sen. Ted Cruz urged Congress to designate Africa’s most populous country as a violator of religious freedom with claims of “Christian mass murder.”

Nigeria’s population of 220 million is split almost equally between Christians and Muslims. The country has long faced insecurity from various fronts including the Boko Haram extremist group, which seeks to establish its radical interpretation of Islamic law and has also targeted Muslims it deems not Muslim enough.

Attacks in Nigeria have varying motives. There are religiously motivated ones targeting both Christians and Muslims, clashes between farmers and herders over dwindling resources, communal rivalries, secessionist groups and ethnic clashes.

While Christians are among those targeted, analysts say the majority of victims of armed groups are Muslims in Nigeria’s Muslim-majority north, where most attacks occur.

Kimiebi Ebienfa, a spokesperson for the Ministry of Foreign Affairs, reiterated the commitment of Nigeria to protect citizens of all religions.

“The Federal Government of Nigeria will continue to defend all citizens, irrespective of race, creed, or religion,” Ebienfa said in a statement on Saturday. “Like America, Nigeria has no option but to celebrate the diversity that is our greatest strength.”

Nigeria was placed on the country of particular concern list by the U.S. for the first time in 2020 over what the State Department called “systematic violations of religious freedom.” The designation, which did not single out attacks on Christians, was lifted in 2023 in what observers saw as a way to improve ties between the countries ahead of then-Secretary of State Antony Blinken’s visit.

President Donald Trump is redoubling his efforts to end the war in Ukraine, announcing a second meeting with Russia’s Vladimir Putin one day before sitting down with Ukraine’s Volodymyr Zelenskyy at the White House.

Trump’s announcement came shortly after finishing a call with Putin on Thursday. A date has not been set, but Trump said the meeting would take place in Budapest, Hungary.

“I believe great progress was made with today’s telephone conversation,” Trump wrote on social media. The two leaders previously met in Alaska in August, which did not produce a diplomatic breakthrough, a source of frustration for the U.S. leader who had expected that his longstanding relationship with Putin could pave the way to resolving a conflict that began nearly four years ago.

Yuri Ushakov, Putin’s foreign affairs adviser, said the Russian president initiated the call, which he described as “very frank and trusting.” He said Putin emphasized to Trump that selling long-range Tomahawk missiles to Ukraine, something that the U.S. president has publicly discussed, would “inflict significant damage to the relations between our countries.”

Trump was already scheduled to meet on Friday with Zelenskyy, who has been seeking weapons that would allow Ukrainian forces to strike deeper into Russian territory. Zelenskyy has argued such strikes would help compel Putin to take Trump’s calls for direct negotiations to end the war more seriously.

Trump tries to turn campaign promises into reality

Trump’s renewed focus on the war in Ukraine comes after forging a ceasefire that could end the war between Israel and Hamas in Gaza, a diplomatic accomplishment that he celebrated with a whirlwind trip to Israel and Egypt on Monday.

Ending the wars in Ukraine and Gaza was central to Trump’s campaign pitch last year, when he persistently pilloried President Joe Biden for his handling of the conflicts.

Although there has been fragile progress in Gaza, Trump has been stymied by Putin, unable to convince the Russian leader to hold direct talks with Zelenskyy.

Earlier this week in Jerusalem, in a speech to the Knesset, Trump predicted the truce in Gaza would lay the groundwork for the U.S. to help Israel and many of its Middle East neighbors normalize relations. Trump also made clear his top foreign policy priority now is ending the largest armed conflict in Europe since World War II.

“First we have to get Russia done,” Trump said, turning to his special envoy Steve Witkoff, who has also served as his administration’s chief interlocutor with Putin. “We gotta get that one done. If you don’t mind, Steve, let’s focus on Russia first. All right?”

Trump weighs Tomahawks for Ukraine

Friday’s meeting with Trump and Zelenskyy will be their fourth face-to-face encounter this year. After their initial Oval Office conversation devolved into recriminations, they’ve forged a more amicable relationship.

Trump has said he’s considering selling long-range Tomahawk missiles to Kyiv, something that Putin has said could further damage relations between Moscow and Washington.

Although such a sale would be a splashy move, it could take years to provide the equipment and training necessary for Ukraine to use Tomahawks, said Mark Montgomery, an analyst at the conservative Foundation for Defense of Democracies in Washington.

Montgomery said Ukraine could be better served in the near term with a surge of Extended Range Attack Munition, or ERAM, missiles and Army Tactical Missile System, known as ATACMS. The U.S. already approved the sale of up to 3,350 ERAMs to Kyiv earlier this year.

The Tomahawk, with a range of about 995 miles (1,600 kilometers), would allow Ukraine to strike far deeper in Russian territory than either the ERAM (about 285 miles, or 460 km) or ATACMS (about 186 miles, or 300 kilometers).

“To provide Tomahawks is as much a political decision as it is a military decision,” Montgomery said. “The ERAM is shorter range, but this can help them put pressure on Russia operationally, on their logistics, the command and control, and its force disbursement within several hundred kilometers of the front line. It can be very effective.”

Signs of White House interest in new Russia sanctions

Waiting for Trump’s blessing is legislation in the Senate that would impose steep tariffs on countries that purchase Russia’s oil, gas, uranium and other exports in an attempt to cripple Moscow economically.

Though the president hasn’t formally endorsed it — and Republican leaders do not plan to move forward without his support — the White House has shown, behind the scenes, more interest in the bill in recent weeks.

Administration officials have gone through the legislation in depth, offering line edits and requesting technical changes, according to two officials with knowledge of the discussions between the White House and the Senate. That has been interpreted on Capitol Hill as a sign that Trump is getting more serious about the legislation, sponsored by close ally Sen. Lindsey Graham, R-S.C., along with Sen. Richard Blumenthal, D-Conn.

A White House official said the administration is working with lawmakers to make sure that “introduced bills advance the president’s foreign policy objectives and authorities.” The official, who was granted anonymity to discuss private deliberations, said any sanctions package needs to give the president “complete flexibility.”

President Donald Trump has declared drug cartels to be unlawful combatants and says the United States is now in a “non-international armed conflict,” according to a Trump administration memo obtained Thursday by The Associated Press, after recent U.S. strikes on boats in the Caribbean.

A person familiar with the matter who was not authorized to comment publicly said the Congress was notified about the designation by Pentagon officials on Wednesday.

The move comes after the U.S. military last month carried out three deadly strikes against alleged drug smuggling boats in the Caribbean. At least two of those operations were carried out on vessels that originated from Venezuela.

Pentagon officials could not provide a list of the designated terrorist organizations at the center of the conflict, a matter that was a major source of frustration for some of the lawmakers who were briefed, according to the person.

Democrats have been pressing Trump to go to Congress and seek war powers authority for such operations.

The White House did not immediately respond to a request for comment.

What the administration laid out at the closed-door classified briefing was perceived by several senators as pursuing a new legal framework that raised questions particularly regarding the role of Congress in authorizing any such action, the person familiar with the matter said.

As the administration takes aim at vessels in the Caribbean, senators and lawmakers of both major political parties have raised stark objections. Some had previously called on Congress to exert its authority under the war powers act that would prohibit the administration’s strikes unless they were authorized by Congress.

The first military strike, carried out on Sept. 2, on what the Trump administration said was a drug-carrying speedboat, killed 11 people. Trump claimed the boat was operated by the Tren de Aragua gang, which was listed by the U.S. as a foreign terrorist organization earlier this year.

The Trump administration has justified the military action as a necessary escalation to stem the flow of drugs into the United States.

But several senators, Democrats and some Republicans, as well as human rights groups questioned the legality of Trump’s action. They called it potential overreach of executive authority in part because the military was used for law enforcement purposes.

By claiming his campaign against drug cartels is an active armed conflict, Trump appears to be claiming extraordinary wartime powers to justify his action

President Donald Trump and Israeli Prime Minister Benjamin Netanyahu said Monday they’ve agreed on a plan to end the war in Gaza, but it’s unclear whether Hamas will accept the terms.

Trump on Monday laid out a 20-point plan for ending the Israel-Hamas war and establishing a postwar governance in the war-battered Palestinian territory. Trump’s plan would establish a temporary governing board that would be headed by Trump and include former British Prime Minister Tony Blair.

The plan does not require people to leave Gaza and calls for the war to end immediately if both sides accept it. It also calls for all remaining hostages to be released by Hamas within 72 hours of Israel accepting the plan.

Trump said Israel would have the “full backing” of the United States to take steps to defeat Hamas if the group doesn’t accept the proposed peace deal.

“I think we are beyond very close,” Trump said at the start of a news conference with Netanyahu where he detailed the plan. “We’re not quite finished. We have to get Hamas.”

“If Hamas rejects your plan, Mr. President, or if they supposedly accept it and then do everything to counter it, then Israel will finish the job by itself,” Netanyahu said. ”This can be done the easy way or it can be done the hard way, but it will be done”

The president went on to urge Palestinian people to take responsibility “for their destiny” and embrace his peace proposal.

Qatar’s prime minister and Egypt’s intelligence chief presented Trump’s proposal to Hamas negotiators, who are now reviewing it in “good faith,” according to a person familiar with the matter. The person was not authorized to comment and spoke on the condition anonymity.

While Hamas has said in the past that it would agree to step back from governing Gaza, the militant group has refused to disarm, something Netanyahu has long demanded as part of any long-term truce to end the war.

Netanyahu earlier on Monday extended a formal apology to his Qatari counterpart for a recent military strike targeting Hamas officials in the Gulf emirate that infuriated Arab leaders and triggered rare criticism by the U.S. of Israel.

Netanyahu made the call to Qatar’s prime minister, Sheikh Mohammed bin Abdulrahman Al Thani, as he met with Trump.

Trump described the exchange between the Israeli and Qatari leader as a “heart-to-heart” call.

“As a first step, Prime Minister Netanyahu expressed his deep regret that Israel’s missile strike against Hamas targets in Qatar unintentionally killed a Qatari serviceman,” the White House said in a statement. “He further expressed regret that, in targeting Hamas leadership during hostage negotiations, Israel violated Qatari sovereignty and affirmed that Israel will not conduct such an attack again in the future.”

The White House talks, and apology from Netanyahu, come at a tenuous moment. Israel is increasingly isolated, losing support from many countries that were long its steadfast allies. At home, Netanyahu’s governing coalition appears more fragile than ever. And the White House is showing signs of impatience.

It remains to be seen how Netanyahu will be able to justify to far-right members of his coalition his acceptance of the proposal after promising to press against the militant organization until it was “eliminated.”

The Trump plan indicates that once all hostages are returned, Hamas members who “commit to peaceful co-existence and to decommission their weapons will be given amnesty.” The plan adds that members of Hamas who wish to leave Gaza would be provided safe passage to receiving countries.

Netanyahu’s apology for strike that angered US ally

Netanyahu also used the visit to mend fences with a key U.S. ally in the Middle East.

Israel stuck the headquarters of Hamas’ political leadership in Qatar on Sept. 9 as the group’s top figures gathered to consider a U.S. proposal for a ceasefire in the Gaza Strip.

The strike on the territory of a U.S. ally was a stunning escalation and risked upending talks aimed at winding down the war and freeing hostages. No senior Hamas officials were killed in the strike.

The attack on an energy-rich Gulf nation hosting thousands of American troops, which has served as a key mediator between Israel and Hamas throughout the war and even before, was described by Trump as out of step with Israeli and U.S. interests. And Trump sought to move quickly to assuage his Qatari allies.

Qatar, meanwhile, condemned the strike as a “flagrant violation of all international laws and norms” as smoke rose over its capital, Doha. Other key U.S. allies in the Gulf, Saudi Arabia and the United Arab Emirates, promised their support to Qatar.

The White House said al Thani welcomed Netanyahu’s “assurances” and emphasized “Qatar’s readiness to continue contributing meaningfully to regional security and stability.”

But even as the White House was spotlighting the apology, Israel’s far right national security minister newly defended the decision to carry out Israel’s attack.

Itamar Ben-Gvir, a key coalition partner of Netanyahu’s, in a posting on X called the operation “an important, just and ethical attack.”

“It is very good that it happened,” he added.

Trump has been growing more frustrated with conflict

Trump joined forces with Netanyahu during Israel’s brief war with Iran in June, ordering U.S. stealth bombers to strike three nuclear sites, and he’s supported the Israeli leader during his corruption trial, describing the case as a “witch hunt.”

But the relationship has become more tense lately. Trump was frustrated by Israel’s failed strike this month on Hamas officials in Qatar.

Last week, Trump vowed to prevent Israel from annexing the West Bank — an idea promoted by some of Netanyahu’s hard-line governing partners. The international community opposes annexation, saying it would destroy hopes for a two-state solution.

On Friday, Trump raised expectations for the meeting with Netanyahu, telling reporters the U.S. was “very close to a deal on Gaza.”

Proposal does not include expulsion of Palestinians

Trump’s proposal to stop the war in Gaza calls for an immediate ceasefire, the release of all hostages within 48 hours and a gradual withdrawal of Israeli forces from the Palestinian enclave, according to three Arab officials briefed on the plan. They spoke on the condition of anonymity because the plan has not been formally unveiled.

Hamas is believed to be holding 48 hostages, 20 of whom are believed by Israel to be alive. The militant group has demanded Israel agree to end the war and withdraw from all of Gaza as part of any permanent ceasefire.

Trump discussed the plan with Arab and Islamic leaders in New York last week on the sidelines of the U.N. General Assembly. It doesn’t include the expulsion of Palestinians from Gaza, which Trump appeared to endorse earlier this year.

The 21-point proposal also calls for an end to Hamas rule of Gaza and the disarmament of the militant group, said the officials briefed on the plan. Hundreds of Palestinians, including many serving life sentences, will be released by Israel, according to the proposal.

The plan also includes the establishment of an international security force to take over law enforcement in postwar Gaza, they said.

A Palestinian committee of technocrats would oversee the civilian affairs of the strip, with power handed over later to a reformed Palestinian Authority, they said.

U.S. fighter jets scrambled to identify and intercept four Russian warplanes flying near Alaska, the North American Aerospace Defense Command said Thursday.

It’s the third time in about a month and the ninth time this year NORAD has reported such an incident involving Russian aircraft flying near Alaska. This latest incident happened Wednesday.

NORAD said in a statement issued early Thursday that it detected and tracked two Tu-95s and two Su-35s operating in the Alaskan Air Defense Identification Zone.

Nine U.S. aircraft — an E-3 Sentry command and control aircraft, four F-16s and four KC-135 tankers — scrambled to positively identify and intercept the Russian jets, NORAD said.

The Russian aircraft remained in international airspace and did not enter American or Canadian sovereign airspace, it said. Such Russian activity near Alaska occurs regularly and is not seen as a threat, it added in its statement.

The incident comes after President Donald Trump said Tuesday he believed Ukraine could win back all territory lost to Russia, a dramatic shift from the Republican’s repeated calls for Kyiv to make concessions to end Russia’s war in Ukraine.

NATO warned Russia on Tuesday it would use all means to defend against any further breaches of its airspace after the downing this month of Russian drones over Poland and Estonia’s report of an intrusion by Russian fighter jets last week.

Trump on Tuesday said NATO countries should shoot down Russian aircraft if they enter their airspace. Asked if the U.S. would back up NATO allies in such a situation, Trump said “it depends on the circumstance.”

Following a summit with Russian President Vladimir Putin in Alaska last month, Trump said he was arranging for direct talks between Putin and Ukrainian President Volodymyr Zelenskyy. But Putin has shown no interest in meeting with Zelenskyy, and Moscow has only intensified its bombardment of Ukraine.

UNITED NATIONS — President Donald Trump said Tuesday that he believed Ukraine could win back all territory lost to Russia, a dramatic shift from the U.S. leader’s repeated calls for Kyiv to make concessions to end the war.

Trump posted on social media soon after meeting with Ukrainian President Volodymyr Zelenskyy on the sidelines of the United Nations General Assembly gathering of world leaders.

“I think Ukraine, with the support of the European Union, is in a position to fight and WIN all of Ukraine back in its original form,” Trump wrote. ”With time, patience, and the financial support of Europe and, in particular, NATO, the original Borders from where this War started, is very much an option.”

The strengthened support from Trump, if it sticks, is a huge win for Zelenskyy, who has urged the American president to keep up the pressure on Russian President Vladimir Putin to end his war. It was a departure from Trump’s previous suggestions that Ukraine would never be able to reclaim all the territory that Russia has occupied since seizing the Crimean Peninsula in 2014.

That had disheartened Zelenskyy, Europeans and Ukrainians and called into question the U.S. commitment to U.N. principles of sovereignty and territorial integrity. But now, Trump’s view of the battlefield coincides more with Ukraine’s, Zelenskyy said.

“Trump is a game changer by himself,” Zelenskyy told reporters after their meeting.

Trump needles Russia about war in Ukraine

Trump, going back to his 2024 campaign, insisted he would quickly end the war, but his peace efforts appear to have stalled following a diplomatic blitz last month, when he held a summit with Putin and a White House meeting with Zelenskyy and European allies.

Trump has acknowledged, including in his U.N. speech to world leaders, that he thought a resolution to this conflict would be “the easiest” because he has had a good relationship with Putin. Trump said he is open to imposing more sanctions on Russia and urged Europe to join in.

“Russia has been fighting aimlessly for three and a half years a War that should have taken a Real Military Power less than a week to win,” Trump wrote on social media. “This is not distinguishing Russia. In fact, it is very much making them look like ‘a paper tiger.’”

In his speech to the General Assembly, Trump said the war in Ukraine was making Russia “look bad” because it was “supposed to be a quick little skirmish.”

“It shows you what leadership is, what bad leadership can do to a country,” he said. “The only question now is how many lives will be needlessly lost on both sides.”

Before meeting with Zelenskyy, Trump said the “biggest progress” toward ending the conflict “is that the Russian economy is terrible right now.” Zelenskyy said he agreed with Trump’s call for European nations to further halt imports of Russian oil and natural gas.

“We have great respect for the fight that Ukraine is putting up,” Trump told Zelenskyy, who replied that he had “good news” from the battlefield.

In this photo provided by the Ukrainian Emergency Service, the fire following a Russian missile attack is seen in Tatarbunary, Odesa region, Ukraine, on Tuesday. (Ukrainian Emergency Service via AP)

How Trump’s stance has shifted on Ukraine

Before his Alaska summit with Putin last month, Trump repeated that any resolution to the war would require “some land swapping.”

In talks with Zelenskyy and Europeans just afterward, Trump said Putin reiterated that he wants the Donetsk and Luhansk regions that make up the Donbas, according to European officials. Days later, Zelenskyy and prominent European leaders came to the White House.

Following those meetings, Trump announced he was arranging for direct talks between Putin and Zelenskyy. But Putin hasn’t shown any interest in meeting with Zelenskyy and Moscow has only intensified its bombardment of Ukraine.

European leaders as well as American lawmakers, including some Republican allies of Trump, have urged the president to dial up stronger sanctions on Russia.

“In the event that Russia is not ready to make a deal to end the war, then the United States is fully prepared to impose a very strong round of powerful tariffs, which would stop the bloodshed, I believe, very quickly,” Trump told the General Assembly.

However, he repeated his calls for Europe to “step it up” and stop buying Russian oil, the engine feeding Putin’s war machine.

Push for sanctions and cutting off Russian oil

European Commission President Ursula von der Leyen said before meeting with Trump that Europe would be imposing more sanctions and tariffs on Russia and that the bloc would be further reducing its imports of Russian energy.

Zelenskyy, speaking at a special U.N. Security Council session on Ukraine, also appealed for stronger U.S. pressure on Russia.

“Moscow fears America and always pays attention to it,” said Zelenskyy, who has had strained ties with Trump in previous sitdowns and has previously faced White House accusations that he was partly to blame for Russia’s invasion in 2022.

Russia denigrated the Security Council meeting as just the New York stop in the world tour of a “former actor,” a reference to Zelenskyy.

“There is no added value for the establishment of peace in Ukraine generated from today’s meeting,” said Dmitry Polyanskiy, Russia’s deputy ambassador to the U.N. “This will merely become yet another shameful episode in the market of hypocrisy.”

European leaders have supported Zelenskyy’s diplomatic efforts, with some alarmed by the possibility that the war could spread beyond Ukraine as they are facing what they have called Russian provocations.

“I welcome the fact that the president of the United States believes in Ukraine’s ability not only to hold the course” but to prevail, French President Emmanuel Macron said.

NATO allies will hold formal consultations at Estonia’s request on Tuesday, after the Baltic country said three Russian fighter jets entered its airspace last week without authorization.

Trump said he would back NATO countries that choose to shoot down intruding Russian planes, but said direct U.S. involvement would depend on the circumstances.

New strikes in Ukraine as toll of war grows

The full-scale war, which began on Feb. 24, 2022, is taking a heavy toll on Ukrainian civilians. Russia said it shot down three dozen Ukrainian drones heading toward Moscow, while Ukraine said Russian missiles, drones and bombs killed at least two civilians.

The U.N. Office of the High Commissioner for Human Rights also said this month that Ukrainian civilian casualties increased by 40% in the first eight months of this year compared with 2024, as Russia escalated its long-range missile and localized drone strikes.

A U.N. Human Rights Office report released Tuesday described the dire situation of thousands of civilians detained by Russia in areas of Ukraine it has captured.

“Russian authorities have subjected Ukrainian civilian detainees in occupied territory to torture and ill-treatment, including sexual violence, in a widespread and systematic manner,” the report said.

President Donald Trump on Tuesday offered his assurances that U.S. troops would not be sent to help defend Ukraine against Russia after seeming to leave open the possibility the day before.

Trump also said in a morning TV interview that Ukraine’s hopes of joining NATO and regaining the Crimean Peninsula from Russia are “impossible.”

The Republican president, Ukrainian President Volodymyr Zelenskyy and other European leaders held hours of talks at the White House on Monday aimed at bringing an end to Russia’s war against Ukraine. While answering questions from journalists, Trump did not rule out sending U.S. troops to participate in a European-led effort to defend Ukraine as part of security guarantees sought by Zelenskyy.

Trump said after his meeting in Alaska last week with Russian President Vladimir Putin that Putin was open to the idea of security guarantees for Ukraine.

But asked Tuesday on Fox News Channel’s “Fox & Friends” what assurances he could provide going forward and beyond his term that American troops would not be part of defending Ukraine’s border, Trump said, “Well, you have my assurance, and I’m president.”

Trump would have no control over the U.S. military after his terms ends in January 2029.

The president also said in the interview that he is optimistic that a deal can be reached to end the Russian invasion, but he underscored that Ukraine will have to set aside its hope of getting back Crimea, which was seized by Russian forces in 2014, and its long-held aspirations of joining the NATO military alliance.

“Both of those things are impossible,” Trump said.

Putin, as part of any potential deal to pull his forces out of Ukraine, is looking for the withdrawal of Ukrainian troops from the Donetsk and Luhansk regions, as well as recognition of Crimea as Russian territory.
