Rear Adm. (S) Raymond A. Spicer, USN

Navy Rear Adm. (S) Raymond A. Spicer is deputy director for surface ships, Office of the Chief of Naval Operations.

A 1979 graduate of the U. S. Naval Academy in Annapolis, Md., where he earned a bachelor’s degree in ocean engineering, he served on four surface warships, including a command tour with the guided-missile destroyer Mitscher and, later, as commander of a destroyer squadron. Shore tours have included stints as naval aide to the vice chief of Naval operations; flag lieutenant for the commander, U.S. Pacific Command; officer in charge of the AEGIS Combat Systems Engineering Development Site; executive assistant to the commander, Pacific Fleet; and deputy and chief of staff for the Pacific Fleet Naval Surface Force. He assumed his current duties in June 2003.
