Rear Adm. Paul F. Sullivan

Rear Adm. Paul F. Sullivan serves on the staff of the chief of naval operations as director of the Submarine Warfare Division — the warfare requirements and resource sponsor for submarines, submarine support and integrated undersea surveillance systems.

He graduated with distinction from the United States Naval Academy in 1970. He was a Burke Scholar at the Massachusetts Institute of Technology and the Woods Hole Oceanographic Institution, graduating in 1975 with a master’s degree in ocean engineering. In 1994 he attended the National War College, where he earned a master’s degree in national security strategy.

Sullivan has served on six submarines, ranging from the Caiman (SS323), a World War II-era diesel boat, to the Florida (SSBN 728), an Ohio-class ballistic missile submarine, where he was commanding officer.

Shore billets have included assignments with Submarine Development Squadron 12; as deputy commander for training and operations with Submarine Squadron 17; as deputy director for current operations with the Joint Staff at the Pentagon; as commander of Submarine Group 9; and as director, Deep Submergence Group, on the OPNAV staff. His most recent assignments were as director, Operations and Logistics (J3/4), and then as director, Plans and Policy (J5), with the U.S. Strategic Command staff.
