Brig. Gen. Richard A. Rowe Jr., assistant deputy chief of staff for developments, U.S. Army Training and Doctrine Command, was commissioned through the ROTC at St. Lawrence University in Canton, N.Y., where he received a bachelor’s degree in economics. He also holds an MBA from Boston University and an master’s degree in Military Arts and Science from the U.S. Army Command and General Staff College.

His Army career has included positions of increasing responsibility as an infantry officer, including service as plans officer for the XVII Airborne Corps in Operation Desert Storm. His most recent assignment was as chief of staff, 2d Infantry Division, 8th United States Army, Korea.
