Vice Adm. Arthur K. Cebrowski

Vice Adm. Arthur K. Cebrowski, USN, retired, is director of Force Transformation at the Department of Defense. He is the first occupant of this new office, created in October 2001. His job is to be an advocate, focal point and catalyst for transformation, to evaluate on-going efforts of the military departments, and to promote synergy through the integration of various transformation activities. The transformation process challenges the status quo with new concepts for American defense to ensure an overwhelming and continuing competitive advantage for America’s military for decades to come.

Cebrowski is a 1964 Naval ROTC graduate of Villanova University and holds a master’s degree in computer systems management from the Naval Post Graduate School. He also attended the Naval War College.

A naval aviator with combat experience in Vietnam and Desert Storm, he commanded Fighter Squadron 41, Carrier Air Wing 8, the assault ship Guam, the aircraft carrier Midway and the American Carrier Battle Group. His Joint Staff assignments included service as the director, Command, Control, Communications and Computers (J-6). His immediate assignment before retirement — after 37 years of service — was as the president of the Naval War College in Newport, R.I.
