A new Government Accoutability Office report identifies seven factors for successful IT acquisitions. The best practices were based on several successful federal IT projects, including DISA’s $250 million Global Combat Support System-Joint Increment 7.
The report was spurred by the federal government’s plans to spend an estimated $82 billion on IT acquisitions in fiscal 2014.
“Federal IT projects too frequently incur cost overruns and schedule slippages while contributing little to mission-related outcomes,” the agency said.
However, successful federal IT acquisitions tend to share several factors: program officials were actively engaged with stakeholders, program staff was knowledgeable, senior managers supported the project, users helped formulate requirements, users participated in testing before accepting the system, and the assigned government and contractor workforce was stable.
